Almost doesn't count is also an applicable statement to describe the moment when a person knows what needs to be done yet holds back on taking the necessary action. It is not enough to have thought about something and created a plan. A plan without corresponding actions is just that, a plan. It is the follow through that transforms it from an imaginary thought to a tangible reality.
