By freedom I am sure he meant the freedom to walk the streets without being a target. By freedom, I am sure he meant being able to participate in legal activity without the fear of being shot by those assigned to protect and serve. And I am sure by freedom he meant the freedom of knowing that justice will prevail in the face of unwarranted and unjustified violence. I guess it is safe to say, today, there cannot be peace, for these freedoms do not exist for all.
